Flabebe can be found mostly in gardens, flower beds, and rooftops around Lumiose City. Each of the five colors has certain known areas that make it easier to find the Pokémon.
Red Flabebe
The Red Flabebe is relatively easy to find. They can be found in Wild Zone 3, in the middle of the area, near a group of red flowers. There is also a possibility of a player finding one south of Wild Zone 6, in a garden of red flowers.
Yellow Flabebe
You can find Yellow Flabebe near grassy spots close to Nouveau Café or Prism Tower, usually northwest of Wild Zone 2, and occasionally near red Flabebe. Barrels are also found on roofs in Rouge Sector 5.
Orange Flabebe
Orange Flabebe are harder to find. You might discover them on Bleu Street, to the southwest of Bleu Plaza; they will be near a bush just south of the intersection of Bleu Street and South Boulevard. Some Orange Flabebe can be discovered on roofs west of Wild Zone 6.
Blue Flabebe
Blue Flabebe are the hardest. Look at Racine Construction, which is east of Vert Pokémon Center; here is where you get to climb the ladder and cross the bridge to a roof with Blue Flabebe, and some bushes nearby.
White Flabebe
White Flabebe will be in, or nearby, the Florges statues in Vert Sector 3, east of Wild Zone 2. They are typically present in fountains or flower beds there.
