With Worlds 2024 drawing nearer, the dev team behind League of Legends has already begun preparing gamers by delivering the 14.17 patch, which will act as a precursor for the definitive 14.18 patch.
The news was delivered by League of Legends Lead Gameplay Designer Matt “Riot Phroxzon” Leung-Harrison through his 𝕏 profile @RiotPhroxzon. In his tweet, Matt confirmed that Worlds 2024 is intended to be played on the 14.18 patch and the 14.17 patch is meant to give players a chance to prepare themselves and adjust their strategies in anticipation for the most prolific League of Legends Tournament.
In Regard to ADC’s

With the event starting on the 25th of September, this brief window allows players to practice and familiarize themselves with the buffed champions as well as refine their counters. With that being said, the 14.17 Patch is most notably targeting ADC’s (Attack-Damage Carry) through AP and ADC items, runes, and XP. The changes will be of great benefit to ADC’s, especially in solo lanes, as they will be incredibly overpowered.
The patch notes also seem to indicate that previous nerfs to the Blade of the Ruined King (BORK) as well as nerfs to individual champions, e.g., Corki and Lucian, have proven to be quite effective. There will also be downgrades to bot lane champions such as Ashe and Ezreal.
In Regard to Supports
Matt explains that the multiple changes that have happened in different aspects of the game have greatly affected the relevance of Ranged Supports. Although being kept relevant early this year by Bloodsong, the 14.10 patch brought in some adjustments to the red side bot lane and gank that greatly diminished the value of their heals.
He states that they will still be reviewing viable adjustment options in regards to aspects such as Celestial Opposition, Aftershock, Warmog’s armor, and certain champions in a bid to balance the meta. Matt adds that individual changes to champions outside of Senna and Seraphine, who were recently addressed, would continue with the aim of enhancing ranged and melee support being a priority.
In Regard to Aurora

Matt states that the overall reception of Aurora has been positive, but they would still need to tone her down a bit more at a later date. Adjustments to her Waveclear and damage have tilted her more towards the mid and steered her away from the top, which was their intention all along. He also described nerfing Aurora even more as time goes on, especially once people begin figuring out her counterplay.
Thanks to @RiotPhreak for covering me last patch, now you're stuck with me again.
In 14.17 we're continuing to make changes to adjust the meta in time for Worlds (on 14.18).
